G.I. Joe Vol 1 #97

Chuckles and Clutch, two G.I. Joes, are helping the Royal Canadian Mounted Police to track down a Cobra squad. However, they end up being under fire from the Vipers. After getting permission to shoot, they finally convince the Vipers to surrender. They discover Terror Drome components meant to be shipped to the Far East and Africa. But seeing the name Broca on some of the crates has an odd effect on Clutch and Rock & Roll, which they can't explain.

Meanwhile, in New York City, Snake-Eyes, Flint, and Lady Jaye learn that Scarlett is out of surgery but may not come out of her coma or lead a normal life. Snake-Eyes, who is bandaged, becomes angry when a doctor tries to recommend a different doctor. He then turns his anger towards Lady Jaye before continuing alone. While walking, he is almost mugged, but he casually knocks the attackers aside. Storm Shadow, Stalker, and Wade offer their support.

On Cobra Island, Voltar and Dr. Mindbender are showing off Cobra hardware to a group of visiting dictators. Cobra Commander is showboating, unaware he is being observed by a group that includes Billy, Raptor, Tyrone, Captain Minh, and Zartan. Billy realizes that the person in the armor isn't his father, and Raptor explains that it's Fred VII. Zartan insists on doing recon, while Minh suspects that his passengers are not a G.I. Joe team.

During a reception, Cobra Commander is led from the room by Mindbender, who tells him to remove his helmet so they can talk face to face. Voltar is confused when a second Mindbender enters the room: The first Mindbender was Zartan. Zartan confuses Fred by claiming to be dead and tells him he's being demoted back to a garage owner in Denver. Raptor tells the real Mindbender that he should clone the real Cobra Commander instead.

At Broca Beach, Destro finds Baroness packing and wanting to go away to put her life back together after recent events. Destro asks to go with her, but Baroness says he can only travel in Cobra and arms merchant circles while wearing his mask. He then removes his mask and says he would give it all up for her before kissing her.
